On April 22, Hu Juan, member of the Party Committee and deputy director of the Municipal Bureau of Justice, presided over the Luzhou City Conference on Medical Dispute Prevention and Resolution Work and Surgical Accident Insurance Work. Relevant comrades from the Municipal Bureau of Justice, Municipal Health Commission, Luzhou Financial Regulatory Bureau, Municipal Insurance Association, Municipal Medical Dispute Mediation Committee, as well as some insurance companies and medical institutions attended the meeting. Participants conducted in-depth discussions and reached consensus on how to strengthen the promotion of surgical accident insurance, effectively prevent and resolve medical disputes, and build a convenient, efficient service and sound security system for the people with serious illnesses.

The meeting pointed out
Promoting surgical accident insurance is a "fundamental solution" to deepen the source governance of medical disputes and a specific action to practice the development concept of "people-centered". It emphasized the need to deepen the strategic understanding of promoting surgical accident insurance through "three focuses":
- First, focus on the construction of the rule of law, clarify the boundary of responsibilities between doctors and patients through market-oriented means, and provide institutional guarantees for legal mediation;
- Second, focus on the needs of the people, alleviate patients' surgical anxiety through economic compensation, and achieve the goal of "surgery with protection, peace of mind for both doctors and patients";
- Third, focus on social governance, integrate medical, judicial, and financial resources, and promote the transformation of risk prevention and control from "post-event disposal" to "pre-event prevention".
The meeting required
Centering on the four core tasks of "optimizing product design, strengthening collaborative linkage, deepening mediation connection, and smoothing data sharing", efforts should be made to achieve "four breakthroughs":
- Break through the bottleneck of product design: refine the scope of protection for surgical types, establish a dynamic rate model, and promote online insurance and quick claim services;
- Break through the barriers of inter-departmental collaboration: realize full coverage of surgical accident insurance in 5 pilot hospitals in urban areas within the year, and coordinate with judicial administrative, financial regulatory, and health departments to improve the pre-operative witness process and standardize the review of insurance clauses;
- Break through the shortcomings of mediation connection: deepen the "rapid mediation and compensation" mechanism, give priority to intervening in insured cases, and promote the synchronization of dispute resolution and insurance claims;
- Break through the bottleneck of data sharing: establish a quarterly data exchange mechanism, collect data on surgical complications, dispute mediation, and claims, to support risk early warning and medical quality improvement.
The meeting emphasized
All relevant units and institutions should follow the "nail spirit" to see the work through to the end, collaborate to promote the surgical accident insurance work, and truly turn the surgical accident insurance, a "people's livelihood project", into a "people's heart project". This will inject new impetus into the construction of safe hospitals in Luzhou and the building of a national regional medical and health center!
